摘 要 摘 要 养老保险是社会保险制度的重要内容，也是整个社会保障制度最基本的内容之一， 这一制度的成败甚至关系到整个社会保障制度的成败。由于复杂的历史原因，我国现行 的城镇养老保险体系分为机关事业单位养老保险制度和企业养老保险制度，两套制度条 块分割，并未形成统一的设计。随着社会主义市场经济体制的建立以及环境的变化，养 老金“双轨制”的弊端逐渐显现出来，不但影响不同职业群体之间的正常有序流动，阻 碍全国统一的劳动力市场的形成，且有损社会公平，对社会主义和谐社会建设构成严重 挑战。因此，应藉机关事业单位养老保险制度改革的契机，重构中国的养老保险制度， 实现两套养老保险制度并轨，从而推动全国统一完善的养老保险制度的建立。 本文以社会保障专业理论为基础，在广泛借鉴专家学者的研究结果之上，简要回顾 了两套养老保险制度的发展历程，概述了两套制度的基本内容；在对二者进行系统比较 的基础之上，详细论述了养老金双轨制并存的突出弊端；阐述了两套制度并轨的可行性， 并从现实角度出发，深入分析了制度并轨过程中可能遇到的问题和障碍；提出了实施制 度并轨的原则和方法，以及解决问题的有效措施。希望藉此来来丰富我国的社会保障理 论，为我国的养老保险改革提供一定的借鉴意义。 关键词 机关事业单位 企业 养老保险 制度并轨 I Abstract Abstract Endowment insurance system is an important part of the social insurance system, and one of the basic contents of the entire social security system.
