摘要 社会保障基金是社会保障制度得以健康运行的的经济基础和物质保障。在保证社会 公平有序、促进社会健康进步、推动经济平稳快速发展等方面有着无法替代的作用。社 会保障基金的监管作为我国社保体系建设的一项重要内容，对保证社会保障制度的稳定 运行，维护广大社会成员的合法权益有着十分重要的和积极的意义。现今我国已经初步 建立起了较为完善的社会保障制度，但是社会保障基金监督管理制度依然存在诸多复杂 问题，这无疑给我国社会保障制度的改革，带来了很大的风险，威胁着社会的持续稳定 和国民经济的快速发展。因此，健全和完善社会保障基金监管制度，对于完善社会保障 制度具有十分重要的价值和意义。 本文以对社保基金监管制度的论述为主，通过对借鉴他国社会保障监管制度的丰富 经验，结合我国国情，提出我国社会保障监管制度中存在的问题，最后针对监管制度中 存在的问题，提出健全与完善我国社会保障监管制度的对策。主要研究内容在于如何保 障社保基金的使用安全，如何防止社保基金在投资使用上遭遇违规操作，如何完善社会 保障基金监督制度，监督社会保障的有关政策、法规和制度的执行的有效性；监督社会 保障基金的征缴、管理、存储情况；监督社会保障资金的投资去向、资产结构、运营效 果和收益分配等情况。其中，对社会保障资金的运营安全、投资效益等问题的监督制度， 是社会保障监督制度改革的重中之重，也是本论文重点研究的对象。 关键词：社会保障基金；监管制度；现状；对策 Abstract Social Security Fund is the social security system to the healthy operation of the economic base and material security．In order to ensure social justice，promote social health progress，and promote steady and rapid economic development has a role Call not be replaced．Supervision of social security funds of Social Security system as an important part in ensuring the stable operation of the social security system，safeguard the legitimate rights and interests of the majority of members of the community has a very important and positive implications．Today China has initially established a relatively sound social security system， but the social security fund supervision and management system，there are many complex issues remain,this is undoubtedly a social security system reform in China has brought great risk，threatening the sustainedstable and rapid economic development．Therefore，improve and perfect the supervision system of social security funds，for improving the social security system is of great value and significance． In this paper，the system of social security fund supervision and discussion of the main draw through the regulatory system of social security other countries experience，combined with China’S national conditions，proposed regulatory system of social security problems，the last regulatory system for problems，make soundand improve the regulatory
