区域创新视角下天津产业结构升级研究.pdf

I 摘 要 近年来，天津各地频频出现雾霾天气，更加凸显了天津产业结构不合理的老问题， 使天津产业结构升级成为当务之急。之前，为了促进天津的产业结构调整升级，专家 学者和政府的相关部门都进行了大量的研究，也提出了许多举措，但是通过近些年的 发展来看，实施效果仍不令人满意，并没有实质程度解决天津的产业结构存在的不合 理问题。本文就试图从一个全新的视角——区域创新来探讨天津的产业结构升级之 路，促进天津的产业结构升级。 研究区域创新促进天津产业结构升级之前，首先要对区域创新的概念内涵进行一 个界定。以前关于区域创新的研究大多数关注的只是一个地区的区域创新发展，对区 域创新的理解比较片面，难免会顾此失彼，产生偏颇的结果而对实践的支撑力度有所 下降。而本文试图从宏观和微观两个方面展开探索，宏观上主要是基于京津冀协同战 略层面进行研究，而微观上则就天津如何构建区域创新系统进行探究，试图对区域创 新有一个更全面的把握，以便更好地解决天津产业结构方面的实际问题。 本文的研究目的是通过一种新的思路为解决天津产业结构方面的实际问题提出 对策。文章首先介绍了选题的背景及意义、研究方法与内容以及本文的创新点与不足 点，试图对文章整体把握，其后对区域创新与产业结构升级方面的理论进行阐述和分 析，为后面研究天津的实际情况提供理论依据。然后具体分析了天津的产业结构现状， 指出存在问题并阐述通过区域创新解决这些问题的作用机制。最后对天津在区域创新 方面的现状进行分析，有针对性地提出促进区域创新，推动天津产业结构升级的对策 建议。 关键词：产业结构升级；京津冀区域创新；区域创新系统 万方数据 II ABSTRACT For the past few years, haze weather often appears. This highlights a old problem about industrial structure in Tianjin and make industrial structure upgrade become imperative. In fact, Experts and Scholars and government had extensive research and had proposed many measures in the past, but these measures doesn’t work up to now. So, This article is to seek new ways of innovation-regional innovation to promote industrial structure upgrade in Tianjin. By improving the regional innovation to promote the innovation is a kind of new perspective. We need to define the regional innovation because the research is rather one-side. In order to get knowledge of regional innovation, this article contains innovation based on Beijing-Tianjin-Hebei Region and the innovation system built in Tianjin and explore the new ways to solve the industrial structure upgrade in Tianjin.
