上海低收入农民现状与增收问题研究 摘 要 近年来，随着上海经济社会不断发展，人民的收人水平和生活质量 有了很大的提高，市郊农民增收也出现了可喜局面。2004 年、2005 年和 2006 年农民人均可支配收入分别达到了7337、8342 元和9372 元，2007 年超过了 1 万元，达到 10222 元。但我们还必须看到，在郊区还存在着 一定数量的低收人农民，他们的收入低微、生活质量低下、生存环境不 容乐观，跟上海现代化大都市的形象还不般配。应该看到，促进低收人 阶层农民增加收人是上海解决好“三农”问题的基础工作，是一项极为 迫切的实事工程，也是郊区建设和谐社会的重要抓手，更是上海“三农” 工作的重点和难点。 因此，真实反映低收人农民的实际情况，客观分析低收人农民的类 型、劳动力素质、农业经营规模、收入来源等方面的现状与基本特征， 对制定政策措施，实行分类指导，积极有效地提高低收人农民收人水平 很有现实意义。本论文通过大量问卷和典型调研，如实分析上海郊区低 收人阶层农民的现状和特征，重点剖析影响其增收的各种因素，并试图 对如何建立低收人阶层农民增收的长效机制提出对策措施与政策建议。 关键词：上海，低收入，农民，现状，增收 Research on the Status Quo of Low-income Shanghai Farmers and the Measures to Increase Their Income ABSTRACT Research on the Status Quo of Low-income Shanghai Farmers and the Measures to Increase Their Income With Shanghai’s sustained economic and social development, people’s income level and living standard have been greatly improved while suburban farmers’ income has also witnessed a gratifying climbing trend.
