Abstract The overall goals of thejumping development of the national railway transportation b．ave been proposed by the Ministry of National Railway Transportation in order to resolve the situation that national economy is conditioned as“bottle neck’by railway transportation．During the process of the attainment，many difficulties and contradiction would be faced．It is needed to analyse the situation ofpresent railway rationally and to be aware ofthe difficulties ofthejumping development rather than be overoptimistic．The fast growth of Chinese railway is needed not only economically but politically as well since it is public welfare relatively．The development of the west and northeast in China should be supposed by the railway transportation． There are many advantages in the great·-leap·-forward development of Chinese railway transportation．Firstly,railway is green tool of transportation，which pollution is relatively low and Can save space．Electric locomotives are driven by coal as the electricity resources rather than fuel SO that they are not effected in the gas crisis of world．They are very suitable for sustainable strategies in the simation ofChina． The thesis researches the previous problems and proposes some solutions．There are four chapters in this thesis：Chapterl describes the situation and problems in the development of China railway based on great number of data,such as the situation and problems of freight and passenger transportation，and it can be seen the urgency of great-leap—forward development．Chapter 2 describes the drives of great-leap—forward development politically and economically and overall goals of railway transportation with economic theories．It proves the basis for great-leap—forward development of railway transportation which is suitable for the sustainable strategies and situation in China，Chapter3 formulates the importance of the reform of the systems and proposes the technological project of great speeding and the strategies of integration
