Whethir the company canretain and alure persons with ability sucessfuly or not is the key to win thecompetition. The Brain-Drain problem of Haerbin Railway Machine and EngineerCompany (HRETC) is quite strictness .To solve the problem needs to build a suit ofrational prompting mechanism and measures. Firstly, in the article, human capitals concept, character and the diference fromgeneral human resource were expatiated. In the second part, the human resource and Brain-Drain situation of HRETC were introduced and the afection of Brain-Drainproblem to the company was explained. Thirdly, the thesis designed questionnaireaccording to HRETCs Brain-Drain problems character ,analyzed theinvestigations result and educed the key cause of the problems. Lastly, in basis ofproblems and corelation theory,the thesis put forward establishing nicety andnormal duty introduction、composing competitive salary system ,which maximuinly helped HRETC retain and alure persons with ability and made them dotheir best to work. the measures would protect HRETC from Brain-Drain problem and effectively help the company live beter and run healthily. Siatistics and organizational behavior, management psychology were used in thethesis.
