切入点,来审视当代我国城市小学德育现状和问题。并在对城市小学德育校本课程资源开
发环境分析的基础上,对上海市新城路小学德育校本课程资源开发与利用进行了实践研
究。通过深度访谈和跟踪体验,分析了新城路小学德育活动案例,概括出小学德育课程资
源开发的六种方式,并针对学校德育建设中所存在的课程观念落后和课程资源意识不强等
主要问题提出了相应的对策与改进建议。
全文共分五部分: 第一部分:对校本课程资源开发与利用的理论层面作了探索与归
纳,阐明了通过开发和合理利用校本课程资源提高新世纪小学德育工作实效性的重要意
义。 第二部分:从小学德育课程资源开发的现状和存在的问题两方面对目前小学德育工
作进行了详细的分析。 第三部分:着重分析个案学校课程资源开发的政策环境和实践现
状。第四部分:在理论上提出了学校德育课程资源的开发原则,并总结个案学校德育课程
资源开发与利用的实践案例进行分析与归纳。第五部分:立足于战略高度,提出目前城市
小学还存在许多影响德育课程资源开发的因素:学校领导及教师德育观、课程资源观的转
变,课程资源的整合问题以及学校德育课程资源的科学利用问题等。而如何解决这些问题,
笔者在综合考虑学校德育特色、学校德育近期及长远发展目标的基础上,提出:更新观念,
开发适合小学生身心发展的学校德育课程资源,整合并科学利用课程资源,提高教师的课
程资源开发意识和能力,充分利用德育工作的各种载体,形成学校、家庭和社会德育合力,
是切实增强小学德育工作实效性的措施与对策。

Abstract
With the systemic reform of basic education curriculum, the importance of the curriculum
resource application and development is increasing. As showned in The Basic Education
Curriculum Reform Guideline (trial) conferred by the Ministry of Education in 2001, the
curriculum for three levels should be correspondently managed by three levels of authorities, and
both inside and outside school resources should be reasonably developed and applied. Along
with the further understanding of the new curriculum in school-based curriculum development,
people gradually come to realize the importance of the curriculum resources, which might meet
the different needs of students, reflects the differences in curriculum, diversity and flexibility and
becomes a strong complement to the national curriculum. How to develop and use curriculum
resources actively is a new topic which the basic education curriculum reform is facing.
At present, we see a lot of problems in our moral education. These problems include the
