摘要 摘要 农村环境信息公开有助于让农民了解其生活的周边环境状况，维护自身的环境权 益，提高自身对农村环境的保护能力与水平。促进农村的环境信息公开，不论是现在， 还是今后的很长一段时间，对我国农村环境保护事业都有着至关重要的作用。环境信 息公开是环境保护的重要部分，不仅具有理论上的意义，而且在现实层面也有重大意 义。但当前，农村环境信息公开仍难以真正迈开步伐，农民环境知情权没有得到保障， 农村环境保护问题也日益突出。 因此，本文在借鉴国内外研究成果之基础上，并通过实证调查，发现当前农村环 境信息公开存在的主要问题，例如，环境信息公开立法规定的不足，实施层面的缺陷 以及救济途径存在的障碍等。在此基础上来分析当前农村环境信息公开存在问题的症 结所在，包括环境信息公开的法律法规对农村环境问题的规定不足，实施监管制度的 不健全，救济渠道的不畅通，农村社会文化结构的影响，农民自身维权困难等原因。 在分析了农村环境信息公开存在的问题与原因之后，本文试图提出一些可行的建 议与对策来解决上述问题，促进农村环境信息公开，提出要健全环境信息公开的法律 法规，提高环境信息公开法律的位阶，增强对农村环境的适用性；健全农村环境信息 公开的监管机制，加强监督，逐步构建环境信息公开的平台，提高农民的环境法律知 识水平；扩充农村环境信息公开的救济途径，建立环境公益诉讼救济途径，探索符合 农村环境信息公开的救济途径等。通过上述建议与对策的有效实施，逐步促进农村环 境信息的公开，保障农民的环境知情权。 关键词：农村，农民，环境信息公开，法律问题 ABSTRACT Ruralenvironmentalinformation disclosurefarmersunderstandtheenvironmental helps conditionsofthe theirenvironmentaland surrounding，safeguard interests，andtheir rights improve to therural ability ruralenvironmentalinformation protect environment．Promoting disclosure，whether noworinthefuturefora a crucialroleinthecauseofChina’S longtime，have rural played environmental informationdisclosureisan protection．Environmental ofenvironmental importantpart Itnot hastheoretical alsohas protectiononly significance，but inthereallevel．At greatsignificance ruralenvironmentalinformationdisclosureisstill present,the difficultto forwardtowards reallystep Andthe farmers’environmentaltoknownot leadtotheruralenvironmental right guaranteed，which are issuesalso protection increasinglyprominent． thebasis So，on ofdomesticand researchand the foreign through find empiricalinvestigation，we main oftherural of areasenvironmentalinformation problems disclosure．for example，thelegislative deficienciesofenvironmentalinformation provisions defectofmentationaswellas disclosure，the channelsforrelief obstacles．Basedonthis ofthereasonthe analysis，weanalysis why currentrural environment informationdisclosurehasthose areenvironmentalinformation problems．There disciosure lawsand donthavethe ofthe regulations environmentalin
