In terms of economy development， industrial structure， inner structure of industry， dual economy and ecological environment， it constructs the general evaluation index system of the new way of industrialization with Chinese characteristics， which concludes the three parts：fundamental Dimension， development dimension and contribution dimension. It also puts forward the evaluation method and gave an empirical analysis based on data from 31 provinces of China. 　　Key words： new way of industrialization； index system of the general evaluation； empirical analysis 　　1引言 　　新型工业化是低碳经济时代人类社会继农业文明、工业文明之后的又一次重大进步，是生态文明社会的现实要求，必将给经济社会发展带来深远的影响。中国特色新型工业化必须符合我国的国情，能够解决我国现阶段存在的二元结构、区域统筹协调、资源约束、制造业素质不高、出口结构不合理等现实问题，又能适应我国经济、市场、技术环境的变化。现代信息技术为代表的高新技术的广泛应用促进农业、工业、服务业的优化和提升，实现了我国经济发展方式的根本转变。它具有一般新型工业化的基本特征，比如，信息化、全球化、服务化、金融化、生态化、人文化等与工业化的融合；同时也具有其他新型工业化国家所不具有的特征，比如，优化城乡二元结构、协调三大经济地带发展、统筹国际国内市场一体、可持续发展等[1]。因而作为一项基础性的理论研究，中国特色新型工业化综合评价指标体系的建立与推广，对于后碳时代经济的发展与科学决策具有重要的实践价值和理论意义。 　　2中国特色新型工业化综合评价指标体系的构建 　　2.1指标体系初选 　　基于经典工业化理论，结合中国特色新型工业化的内涵和特征，从中国特色新型工业化的属性架构、经济发展水平、二元经济、产业结构、工业结构、就业结构、空间结构、生态环境、现代农业工业化等方面，借鉴霍夫曼、钱纳里、陈佳贵等经济学家的研究成果进行指标体系初选，提出中国特色新型工业化“BDC”（Base， Development， Contribution）的三维综合评价指标体系，包括以下三个维度： 　　（1）基础维度（Base），是工业化进程与速
