半农半牧区肉牛产业化经营评价指标体系构建与实证分析 　　摘要 半农半牧区旗县的肉牛产业化推进方式，不同于纯农区或纯牧区，具有其自身的规律性，并形成了与其生态、社会与经济特征相适应的特有模式。以内蒙古20个半农半牧旗县的肉牛产业经营状况为参照体系，利用Delphi法取得的数据，构建了一个适宜于内蒙古半农半牧区肉牛产业化发展水平的评价指标体系，该体系包括4个方面和11个指标。进一步以太仆寺旗为实证评价对象，运用灰色聚类原理，建立了三角隶属函数评估灰色模型。通过实证评价，初步完成了太仆寺旗县域经济范围内的肉牛产业化经营的管理成效及发展水平的考核与诊断，给出了肉牛全产业链各环节细化目标制定时所需的科学依据。评价结果表明：从横向上比较，2014年太仆寺旗肉牛产业化经营水平指数处于内蒙古地区同类半农半牧旗县的中游序列；从纵向上比较，近5年间呈上升趋势，当前尚处于产业化发展的初期阶段；其中在富民强县肉牛专项实施后，发展速度比往年有所提高，项目实施效果较好。 　　关键词 肉牛产业化经营；评价指标体系；灰色模型；半农半牧区；太仆寺旗 　　中图分类号 F327 文献标识码 A 文章编号 1007-5739（2015）19-0288-04 　　Abstract Industrialization propulsion mode of cattle in farming-pastoral region is differ from rural area or pasturing area.It has the rule itself，and forming the mold adjust to ecology，society and economy.Within 20 cattle industry counties of farming-pastoral region in Inner Mongolia as the research background and reference，a suitable for farming and pastoral areas of Inner Mongolia beef cattle industrialization development level evaluation index system was built by using the Delphi method to obtain the results of a survey.The system includes 4 aspects and 11 indexes.Further with Taipusi as the object of empirical evaluation，grey model for the evaluation of the triangle membership function was established by using the principle of the grey clustering.Through empirical evaluation，the Taipusi Banner economy within the scope of the cattle industrialization management performance and level of development of assessment and diagnosis were initially completed.Development goal of cattle industry chain setting was given after the scientific basis.Evaluation results showed that：from the horizontal comparison，cattle industrialization level index of Taipusi in the upstream of farming-pastoral region in 2014.From the longitudinal comparison，it showed unstable rising trend in recent 5 years.Currently it′s still in the early stages of industrial development.The development speed is greatly improved than normal after implementing the special prosperous development
