论工程管理之风险管理 摘要：建设工程项目具有投资大、工期长、施工难度高、技术复杂、工程参与方众多的特点,不可预见的因素较多,参与工程建设的各主体不可避免的面临着各种风险,如不加以防范,很可能会影响工程建设的顺利进行,甚至酿成严重后果。特别是随着改革开放的深入、社会环境的不断变化和国际联系日益密切,工程风险和由此带来的损失规模也越来越大,有必要从理论上和实践上重视对建设工程项目的风险管理。本文首先从理论上概括了风险及风险管理的基本内容,从而引出了建设工程项目风险管理的概念、管理过程和应对措施,在此基础上,分析了我国建设工程项目风险管理的发展过程和现状,指出了我国建设项目风险管理存在的主要问题。随后,从风险识别的特点、原则和过程入手,讨论了建设工程项目风险识别的方法,并从定性和定量两个方面,探讨了建设项目风险评估与分析的一般方法。同时,本文针对建设工程项目面临的各种风险因素,提出了风险回避、风险控制、风险自留和风险转移等应对措施,并结合工程建设实际分别提出了业主方与施工企业规避风险的具体措施。 【Abstract】?Construction projects have the characteristics of large investment, long construction period, big construction difficulty and a large number of participants. There are more unpredictable factors, and the participants involved in the construction are faced with the inevitable risks. No preventing is likely to affect the smooth progress of construction projects, and even lead to serious consequences. Especially with the deepening of reform and open policy, the changing of social environment and the increasing of international links, the project risks and the resulting loss of scale are increasing, it is necessary to theory and practice emphasis on construction projects risk management.Firstly, the paper outlines the theoretical risk and the basic elements of risk management, which leads to the concept of construction project risk management, the management processes and the response measures, and on this basis, analyses the development process and current situation of construction project risk management in our country, and points out the problems in construction project risk management. Subsequently, from the characteristics, principles and the process of risk identification, risk identification methods of the construction projects are discussed, and we probe the general approach of construction project risk assessment and analysis in qualitative and quantitative aspects.
