PAGE PAGE 6 政府行为影响公私合作项目绩效的实证研究 摘要：公私合作制的出现解决了政府在准公共基础设施建设运营中出现的资金缺乏、管理效率低下的问题；为检验政府行为对公私合作项目绩效的影响,通过查找相关文献，借鉴相关理论知识，找出了潜在变量——政府行为、投资环境、信任程度、项目绩效及各潜在变量的测量变量，并进行调研分析，应用结构方程模型回归，得到政府行为对公私合作项目绩效的总效应达到0.66，政府行为不仅直接影响公私合作项目的绩效，而且通过影响投资环境、信任程度间接影响项目绩效；提出了改进政府行为的政策性建议，政府要保持政策的稳定性，简化审批手续，协调各部门对项目的政策支持，加强对项目的监督管理，维护公私双方的声誉建设。 关键词：政府行为，公私合作，项目绩效，投资环境，信任程度 The demonstration study about government action affected the public-private partnership subject performance Abstract: the problem is resolved that construction capital is absent and government efficiency is low in the Quasi-public infrastructure when the public-private partnership appear. In order to prove the government action effect for the project performance, through Looking for the correlate theory and drawing on relevant theoretical knowledge, we find out measured variables of Latent variable such as the government action, environment, trust agree and project performance. we use the structure equation to analyze the investigate data to find that government action affect the project performance of public-private partnership to add up to 0.66 of the total effect, the government action not only affect the project performance directly but also indirectly though affecting investment environment and trust degree. We bring forward policy advance that mend the government action, it is that we keep the policy stability, predigest the procedure, harmonize various government department to protect the project, strengthening the supervision and management of the project, and maintain the reputation of both public and private construction.
