井 控 规 程 Well control procedure Version A Modif. 0 Written Reviewed Approved Page 1 of 7 王长杰 谢思建 刘俊雄 Issue at Apr 2004 1. 目的 为了迅速、有序、有效地控制井喷发生，保障作业人员和平台的安全,特制定本规程。 Objectives Consitute the well control procedure in order to speedy、orderly and efficiently control blowout and ensure safety of the rig and its personnel. 2. 职责 高级队长 负责井控设备的维护保养和操作全面监控； 队长/司钻/水下工程师 负责井控设备的维护保养和操作； 安全监督 监督、检查平台井控设备的维护保养情况； 2.Responsibilities Senior tool-pusher Take charge of inspecting for maintenance and operation of well-control equipment. Pusher/Driller/Subsea engineer Answer for maintenance and operation of well-control equipment. Safety supervisor Monitor and inspect for maintenance and operation of well-control equipment. 3 井喷分类 井喷分三种情况： 井喷初期（井涌） 2)井喷 3)井喷失控 2.Classify three complexion kick blowout uncontrolled blowout 4 设备 井控设备应具有厂家出厂合格证书，有效的检验报告及试压报告。作业过程中还应按照操作手册的规定或作业者的要求定期做功能试验和压力试验，确保井控设备处于良好的工作状态。 4. Equipment Well control equipment must have manufacture certificate, efficiency inspection report and pressure test report. And it must be routinely pressure test in obedience to operation manual or operator requirement and function test to ensure functioning properly during drilling. 5 人员 5.1井架工、付司钻、司钻、值班队长、高级队长和水下工程师等岗位人员应通过专门培训，并取得法定级别的《井控技术》培训合格证书，井控证书应在有效期内。 5.Rig Crew Qualities 5.1 some person including derrickman/assistant driller/drilling/tool-pusher/senior tool-pusher/subsea engineer must be well trained in art of blowout prevention and obtain the well-control certification being in period of validity. 5.2 平台作业人员及各级管理人员熟知各自在井控作业过程的岗位职责并训练有素。 5.2 rig crew and managers must know and understand their responsibilities related to blowout prevention and well control. 6 一般安全规定 所有钻井人员必须明确本人在井控中的职责以及对井涌、井喷应急情况处理措施； 每口井在各个阶段开钻（包括钻开高压油、气、水层前），必须按要求对井口装置、高压管汇进行压力试验和功能试验，确认完全合格后，方可进行下步作业； 泥浆池液面记录仪、泵冲数计数器、泥浆流量指示器、司钻BOP操作面板和遥控操作面板等均应处于良好状态； 阻流管线以及压井管线上的手动阀和液压阀，必须保证灵活好用，在钻进过程中各阀门要按规定处在关/开的状态； 水下工程师应每天检查防喷系统上的管汇，并将检查结果报告平台高级队长和钻井监督； 6 safety requ
