摘要 我国网络舆论在短短十余年间的发展过程，并在当今的国民生活当中充当着越来越重要的角色。网络言论自由权在维护社会公平公正，保障人民切身利益方面的作用日益见长，促进了政府与公民的沟通，也成为了我国公民道德建设的风向标。网络言论的迅速发展反映了我国公民依法享有的言论自由权的保障的呼声更加迫切了。但我国的互联网发展起步较晚，还没有建立一套完善的管理监督体系。加上网络自身特性造就的一些问题，也增加了网络舆论监督工作的难度。总之，我国的网络言论自由权的行使上尚不健全，使网络舆论仍旧存在许多负面效应。网络舆论如果得不到有效的约束与引导，那么它的巨大力量便可能成为社会的不稳定因素，影响社会的安定与和谐发展，也会妨碍公民话语权的实现。 为了促进我国网络言论自由权的向上发展，使网络舆论在保障公民权利实现的同时，维护社会的和谐与稳定，对网络舆论必须进行科学有效的管理与引导。目前我国网络言论的现状呈现出极其复杂化的态势，存在很多因素制约着对网络舆论的引导，因此，为了促进网络舆论引导的可持续发展，必须不断创新思维，多角度、全方位的探索如何对网络言论进行规范化的管理和引导。 关键词：网络言论自由权；特征；现状；制度改善 Abstract Only in ten years ,Chinas public opinion on the internet has completed the process of development and the growth, which from the birth to playing an increasingly important role in todays national life.
