Perhaps surprisingly, it is not thinking about all the facts you want to include in your answer. It is working out what the question is asking you to do. At first sight you might think it is about the growth of democracy in Britain. A lot of people never get beyond this stage, so they simply write down everything they know about the reforms that made Britain democratic. But that is not what the question is about. It is about reasons for Britain becoming more democratic. This means that, though you may refer to the reforms, you should really be explaining why they were passed. Things this question does not ask you to do: list all of the reforms that made Britain more democratic describe the passage of these reforms say in what ways the reforms made Britain more democratic say in what ways Britain was not yet democratic These could be part of an answer to a different question - perhaps the question in the 2002 examination, How democratic was Britain in 1911? Things this question does ask you to do: explain what the various factors were that led the British Parliament to pass Acts that made Britain more democratic compare the importance of these to reach a conclusion about which was the most important reason, explaining why you think so By the way, if this question had just said Why did Britain become more democratic between 1867 and 1928? it would really have asked you to do the same thing - compare all the factors and reach a conclusion about which were the most important.
