ManagementInvestigation and Analysis of New RuralSocial Pension Insurance PolicyImplemented in Laiyuan CountyCandidate: Liu ZhixingSupervisor: ZhangJunAcademic Degree Applied for: Master of ManagementSpecialty： Social SecurityUniversity: Hebei UniversityDate of Accomplishment: May, 2012摘摘要要2009 年，国务院在充分考虑中国国情，调研农村实际情况，总结以往实施农村养老保险经验的基础上，开始在全国 10%的县（市、区、旗）进行新型农村社会养老保险试点工作，以后逐步推广，到 2012 年要基本实现全覆盖农村适龄居民的目标，农村社会养老保险的发展实现了重大突破。新型农村社会养老保险是我国社会保障体系的重要组成部分，是党和政府在新形势下统筹城乡协调发展的重要举措，是更加关注民生、改善民生的具体体现。本文以涞源县新型农村社会养老保险的运行与实施为研究对象，阐述了涞源县实施新型农村社会养老保险的背景，总结了该县农村养老保障由传统农业社会下农村养老模式到工业化社会下农村养老模式的发展历程，主要从经济、政策和文化方面分析了影响农村社会养老保险保障不足的因素。强调随着该县人口老龄化速度加快、家庭结构日益小型化、农民人均纯收入低等问题的日益明显，实施新型农村社会养老保险的必要性越发迫切。论文同时运用调查问卷的形式对涞源县新型农村社会养老保险的实施与运行状况进行实证研究，对政策实施效果进行了评价，找出其存在的不足，并提出完善的对策。在目前的新型农村社会养老保险待遇水平下，对现有社会养老、机构养老、家庭养老和居家养进行比对，提出在涞源县建立社区居家养老的养老模式，以充分利用农村优势，提高农村养老水平。同时，这一思路还可以用于新型农村社会养老保险在全国范围内全覆盖以后，解决“新型农村社会养老保险后时代”所面临的提高农村养老水平的问题，这对于促进我国经济社会的稳定与发展也有重要意义。关键词涞源县新型农村社会养老保险养老模式IAbstractAbstractIn 2009, sufficiently considering China’s conditions, doing researches in actual ruralareas, making summarization of the previous implementation experience of rural socialpension insurance, the State Council started a pilot project of new rural social pensioninsurance with the coverage of about 10% of the counties (towns, districts and banners)nationwide. The State Council also said this policy would be gradually expanded to otherplaces with the goal of full coverage of rural residents at applicable age by 2012.
