摘要 近年来，我国经济多年持续高速增长，但这种经济增长以粗放型为主，环境污染和生态破坏等问题日益严重。随着我国人口总量的快速增长，工业化、城镇化的加快推进，能源消费强度将不断加大，污染物产生量将继续增加，节能减排已经成为促进产业结构优化升级和加快经济发展方式转变的重要抓手，已经成为关系国民经济全局的重大战略问题。而绿色GDP、“区域限批”等众多残酷的现实表明单凭环保部门一家，单纯依靠行政执法手段已经无法解决日益严重的生态环境问题。因此，政府越来越重视将经济手段引入环境保护领域。绿色信贷政策在我国实施六年来，取得了一定的效果，但由于刚刚起步，仍然存在着很多不足，本文以我国的绿色信贷政策为研究对象，对其发展现状进行分析阐述。 本文主要采用文献和资料调研分析的方法。首先总结国际上绿色信贷政策的实践经验，并且阐述了绿色信贷政策的内涵、理论基础、国际规范等相关理论。接着，分析了中国绿色信贷政策的意义、发展阶段，并且梳理总结了中央和地方的相关政策文件，在此基础上分析中央和地方实施绿色信贷政策的现状、存在问题及原因。然后从银行业的角度分析其内部执行绿色信贷政策的情况。最后分析中国实施绿色信贷政策面临的挑战，并且结合实际提出政策建议。 关键词：中国；银行业；绿色信贷 Abstract In recent years, Chinas economy has kept rapid grow for many years, but the mode of economic growth is mainly extensive. Such problems as environmental pollution and ecological destruction are increasingly serious. Along with the rapid growth of the total population and the acceleration of industrialization and urbanization, the intensity of energy consumption will continue to increase, and the amount of pollutants will continue to increase. therefore, energy conservation and emissions reduction has become not only an important means of promoting optimization and upgrading of industrial structure and accelerating the economic development mode, but also a major strategic issue related with the overall national economy. The green GDP, regional restrictions and many other cruel reality show that it is unable to solve the increasingly serious ecological environment problems only by the environmental protection department, relying on the way of administrative law enforcement. Therefore, the government will pay more and more attention to introducing economic means to the field of environmental protection. Green-credit policy has been implemented for six years in our country, and has achieved certain results, however, as a result of its just starting, there are still many deficiencies.
