A Study on Ningxia’s Economic Development with Low Carbon 　　Abstract. In 2009 the project of ‘China’s acclimatization’ organized by China, England and Switzerland together selects Ningxia Hui autonomous region as the experimental unit of the project. As Ningxia locates the inland of west China with vivid climate feature, fragile ecological environment, extensive economic development and obvious feature of high carbon, it is urgent for it to explore the road of developing low-carbon economy and is also commonly significance of reference for both China’s minority regions and other developing countries with rich coal resource. 　　Key words: low-carbon economy; sustainable development; Ningxia 　　Since 1980’s human increasingly developed from original civilization to agricultural and industrial civilization with the utilization of industrial microwave energy, biological energy, wind energy, solar energy, water energy and unclear energy and then they faced serious environmental problems which resulted from the application of energy with an increase of global population and economic scale. According to IEA’s predetermination, the global discharge of carbon dioxide will reach 400 billions tons till 2030 years increasing by 55% compared with the present, which further results in the appearance of human’s crisis and anxiety for economic behavior and environmental consequence. More importantly, the problems of energy crisis, abnormal climate and environmental pollution reflect the important issues on economic development pattern and human survival. Energy-saving and emission reduction, recycling economy and the transformation of economic development pattern are the common choice for both China and the world. 　　It is well known that the area of China’s minority occupies 64.3% of the total land areas.
