UNITED NATIONS EP UNEP/GC/24/12 Governing Council of the United Nations Environment Programme Distr.: General 19 February 2007 Original: English Twenty-fourth session of the Governing Council/ Global Ministerial Environment Forum Nairobi, 5–9 February 2007 Proceedings of the Governing Council/Global Ministerial Environment Forum at its twenty-fourth session Introduction The twenty-fourth session of the United Nations Environment Programme (UNEP) Governing Council/Global Ministerial Environment Forum was held at UNEP headquarters, Nairobi, from 5?to?9?February 2007. Opening of the session (agenda item 1) The twenty-fourth session of the Governing Council/Global Ministerial Environment Forum was opened at 10.15 a.m. on 5 February 2007 by the master of ceremonies. The proceedings commenced with the presentation of a short film on the issue of climate change followed by a musical performance by a group of Malaysian schoolchildren on the theme “Save a tree”. Opening statements were made by Mr. Rachmat Witoelar, State Minister for the Environment of Indonesia and outgoing President of the Council/Forum; Mr. Ban Kimoon, Secretary-General of the United Nations, delivered on his behalf by Mr. Shafqat Kakakhel, Deputy Executive Director of UNEP; Ms. Anna Tibaijuka, Executive Director of the United Nations Human Settlements Programme (UNHabitat) and Director-General of the United Nations Office at Nairobi; Mr. Achim Steiner, Executive Director of UNEP; and Mr.?Moody Awori, Vice-President of the Republic of Kenya, speaking on behalf of Mr. Mwai Kibaki, President of the Republic of Kenya. Mr. Witoelar welcomed participants and congratulated the Executive Director on his appointment.
