METWSG/1-SN No. 11 31/10/07 METEOROLOGICAL WARNINGS STUDY GROUP (METWSG) FIRST MEETING Montréal, 20 to 22 November 2007 Agenda Item 6: Amendment to provisions related to the content and issuance of SIGMET to meet the evolving needs of flight operations 6.1: Methods to improve the implementation of the issuance of SIGMETs WMO POSITION ON POSSIBLE WAYS TO IMPROVE THE ISSUANCE AND AVAILABILITY OF SIGMET (Presented by Mr. C.M. Shun on behalf of the World Meteorological Organization) SUMMARY This document presents the WMO position on possible ways to improve the current situation regarding SIGMET issuance. INTRODUCTION The Secretariat paper correctly points out some systemic issues with SIGMET issuance and recommends short term actions to be implemented via Amendment 75 to Annex 3 — Meteorological Service for International Air Navigatio. WMO concurs with these proposed changes. As stated in the ICAO Secretariat document on this agenda item, deficiencies in the issuance and availability of SIGMET, in particular for volcanic ash, but to some lesser degree also for tropical cyclone and other meteorological hazards to aviation have been noted in some areas. Several training events, held partly with WMO participation, efforts to produce SIGMET posters serving as educational and training materials for MWOs, periodic SIGMET test procedures, and real-time SIGMET monitoring facilities have recently been organized to address the problems, but the scale of the problem could not be matched by appropriate resources for training and capacity building. WMO is aligning with ICAO in the appreciation of the need for action, and supports the idea of a dedicated group to look into the possible ways forward.
