CHAPTER 2 NATIONAL DIFFERENCES IN POLITICAL ECONOMY Political Economy Political economy to stress that the political, economic, and legal systems of a country are interdependent; they interact and influence each other, and in doing so they affect the level of economic well-being Political system Economic systems Legal system Political Systems The system of government in a nation Determinants Collectivism and Individualism Democracy and Totalitarianism These two dimensions are interrelated Collectivism and Individualism How free are people from their groups? Collectivism Emphasis: “good of society”, “common good” Plato (427-347 BC), socialists (Marx, 1818 -83) Individual rights can be sacrificed or restricted for the good of the majority Communists, social democrats Individualism Emphasis: “personal freedom and rights” Aristotle (384-322 BC), British philosophers, USA Individual freedom and self-expression should be guaranteed. The welfare of society is best served by letting people pursue their own economic self-interest. Democracy and Totalitarianism How much freedom can people enjoy? Democracy Government is by the people, exercised either directly or through elected representatives (representative democracy) Elected representatives are held accountable through safeguards Totalitarianism One person/party exercises absolute control over all spheres of human life (competing political parties are banned) Economic Systems Market economy No restriction on supply The government should ensure “the level play field” Encourage competition and regulate monopoly Command economy Allocate the resources for ‘the good of society’ All businesses are state-owned Economic Systems Mixed economy balance of both of the above The government intervenes in some sectors at need. (e.g.) military, postal services, telecommunications Legal Systems Different legal systems Common law Civil law Theocratic law Contract law United Nations Convention on Contracts for the International Sale of
