第 31卷 第2期 2007年 3月 上海体育学院学报 Journal of hai University of Sport Vlo1．31 No．2 Mar．2007 我国优秀运动员文化教育理念的重构 虞重干 ， 郭修金 (1．上海体育学院 学院办公室，上海 200438；2．上海体育学院 研究生处，上海 200438) 摘 要：在回顾我国优秀运动员文化教育方针政策的基础上，对我国优秀运动员文化教育实践和理念上存在 的问题进行反思。分析我国优秀运动员文化教育的必要性 ，指出实施文化教育的途径：加强文化课学习，营造 文化环境和文化氛围，执行《中华人民共和国义务教育法》，发挥“举国体制”的优势，加快“体教结合”步伐，构 建体育系统内的教育体系等。 关键词：中国；优秀运动员；文化教育；文化环境；举国体制；体教结合 中图分类号：G80—05 文献标识码 ：A 文章编号：1000—5498(2007)02—0055—05 Reconstruction of Idea of Cultural Education to Topnotch Athletes in Our Country YU Zhong gan ， GUO Xiu—jin2 (1．University Office，Shanghai University of Sport，Shangh~200438，China； 2．Graduate Students Department，Shanghai University of Sport，Shanghai 200438，China) Abstract：Based on the retrospection tO the guiding principle and po licy of cultural education tO the topnotch athletes of Our country，it reflected on the Chinese topnotch athletes’cultural education issues existing in practice and idea． Itan alyzed thenecessityfor culturaleducationtO thetopnotch athletes of Our country，po inted outthe channeltO put intO practice the cultural education tO them，such as aranging the lessons tO learn tO read an d write，constructing cultural environment and atmosphere，implementing “the Compulsory Education Law of the People’S Repulic of China”，bringing intO play the advantage of“whole nation system”，quickening the steps of the combination of sport and education，constructing an educational system in the sports organizations and SO on． Key words：China；topnotch athlete；cultural education；cultural environment；whole nation system；combination of sport an deducation 优秀运动员文化教育包括从进入专业运动队开始 到退役期间接受文化教育的情况，涉及基础教育(九年 义务教育及高中教育阶段)和高等教育两个层次。我 国优秀运动员文化教育体系创建于建国初期、形成于 20世纪 70年代末期、改革与发展于 20世纪 90年代。 毋庸置疑，该体系对于解决优秀运动员文化教育问题、 提高优秀运动员文化素质起到十分重要且不可替代的 作用。本文拟对传统的文化教育理念进行重构，为我 国优秀运动员文化教育体制改革提供参考。 1 我国优秀运动员文化教育方针政策回顾 1952年国家体委成立时，运动员的文化教育仍由 普通学校承担。1956年后逐渐形成以省市体育工作 大队(简称体工队)为基本形式的运动员集训体制。许 多队员由于训练比赛无法继续留在普通学校接受文化 教育，于是体工队开始对运动员进行文化教育。优秀 收稿 日期 ：2006—12—01；修回日期 ：2007—01—05 基金项目：上海市
