School of Management，University of Science and Technology of China，Hefei 230026，China） Abstract: In the process of Chinese traditional medicine industry modernization，some conundrums throughout the industry chain restrict the industry development process. This paper establishes an analytical framework of industry chain，industry de velopment conundrums and collaborative innovation system with collaborative innovation theory. The paper uses dendrobium huoshanense as a case，which is one of endangered Chinese herb medicine，to discuss the route of solving the conundrums in the industry development process through constructing a multi-subject and multi-dimensional collaborative innovation sys tem. The paper also provides a reference for Chinese traditional medicine industry and other relevant industries.
