分区规划概要 2011.23 中国水利 东南诸河区水资源综合规划概要 叶寿仁，吴志平 (水利部大湖流域管理局， 200434 ，上海) 摘 要:按照全国统一部署，东南诸河区水资源综合规划在查清东南诸河区水资源及其开发利用现状、分析许价 水资源和水环境承载能力的基础上，根据流域经济社会发展和生态环境保护对水资源的要求，针对区域工程型、 水质型与资源型不同缺水问题，提出水资源合理开发、高效利用、优化配置、全面节约、有效保护和综合治理的布 局及方案，促进区域资源环境和经济社会的协调发展，以水资源的可持续利用支撑经济社会的可持续发展。简要 介绍了东南诸河区水资源形势、规划目标及供需分析、水资源配置及管理等规划主要成采。 关键词:东南诸河区;水资源;综合规划;概要 Summary of Southeast Rivers Region Integrated Water Resources PlanllYe Shouren, Wu Zhiping Abstract: In accordance with the requirements of socio -economic development of eco -environmental protection on water resources, the Southeast Rivers Region Integrated Water Resources Plan put forward the pattem and scheme of rational development, efficient utilization, optimal allocation, overall saving, effective protection and comprehensive regulation of water resources based on the investigation of current water resources situation and analysis of water and aquatic environmental bearing capacity, so as to solve water shortage issues caused by lack of project, bad water quality and poor natural endowment, promote coordinated development of of regional environment and socio -economy, and ensure sustainable socio-economic development through sustainable water resources utilization. This paper gave brief introduction to m句。r achievement in the Southeast Rivers Region Integrated Water Resources Plan, such as water resources situation analysis, planning objectives, suplly and demand analysis, water resources allocation and management.
