It w ill never becom e the international custom and violates the Charter of U. N, therefore, it vio lates the international law. That the present system of U. N can not efficiently stop the hum anitarian tragedy offers the w estern countries a excuse for lateral intervention. Therefor, it is necessary to perfect the system ofU. N intervention.
