高等学校学生社区消防工作存在的问题及对策 　　摘要： 随着高等学校的改革发展，学生社区消防安全工作值得关注。结合云南省某高校学生社区消防安全现状分析可知，目前我国高等学校学生社区消防工作存在部分学生宿舍消防设施不符合防火要求，学生消防意识淡薄，违规使用电器普遍，消防安全出口被关闭，管理工作不到位。要确保学生社区消防安全，需要贯彻落实“预防为主、防消结合”的消防工作基本方针，推进消防文化进学生社区，健全学生社区消防制度建设，调动学生参与消防工作的积极性，及时发现并整改消防安全隐患。 　　Abstract： With the reform and development of colleges and universities， the fire safety work of students community is worthy of attention. Combined with the analysis of the fire safety status of students in a university in Yunnan Province， it is known that part of the student dormitory fire facilities do not meet fire requirements in the fire control work of students community in China， students fire awareness is weak， illegal use of electrical appliances is common， fire safety exports are closed and the management is not in place. To ensure the fire safety of the student community， we need to implement the basic policy of pay more attention to prevention and combine prevention with elimination to promote fire culture into the students community， improve the students community fire system， mobilize students to participate in the enthusiasm of the fire work， timely detect， rectify and reform fire safety risks. 　　关键词： 高校；学生社区；消防安全；策略 　　Key words： college and university；student community；fire safety；strategy 　　中图分类号：G647；D631.4 文献标识码：A 文章编号：1006-4311（2017）05-0010-03 　　0 引言 　　学生社区消防工作的任务是“预防火灾和减少火灾危害，保护学生人身、公共财产的安全，维护高校稳定，保障高校正常的教学秩序和生活秩序。”高校消防工作直接关系到学生生命、财产安全和社会的稳定[1]。近年来我国发生的一些重特大火灾，一把火就造成几十人甚至数百人的伤亡、造成了上百万、上千万甚至几亿元的经济损失，据公安部门统计，2015年，全国共接报火灾33.8万起，致死1742人，伤1112人，直接财产损失39.5亿元。这不但给许多家庭带来了不幸，而且还使大量的社会财富化为灰烬。不仅如此，事故的善后处理工作往往也牵扯了政府、单位很多精力，严重影响经济建设的发展和社会的稳定。有些火灾事故还成为国内外舆论的焦点，造成不良的社会影响。高等院校是承载和传播科学、文化的场所，人口较为密集，大学生走出校门后将成为国家的建设者和接班人。而大学生在校期间有近2/3的时间是集中在学生社区，因此，做好学生社区的消防工作，预防和减少学生社区火灾事故特别是群死群伤恶性事故的发生，具有十分重要的意义。 　　1 高等学校学生社区消防安全工作存在的问题及原因分析 　　1.1 学生宿舍建设时间较早和维护工作不到位导致消防设施不符合防火要求 　　1.1.1 老旧学生宿舍消防设施不健全 　　高校的部分学生宿舍建设时间较早、使用年代较长，基本上是土木结构或砖混结构，防火等级低，消防设施、供电线路是按照当时的办学规模、发展规划、国民经济发展水平和人民的生活水平来设计和建造的，楼内无消火栓和自动报警灭火系统，未安装智能限电、断电保护装
