社会转型期社会治理创新研究 　　摘要： 社会治理不仅限于政府的治理职能，还包括其它主体以及社会自身的治理。创新是一个国家兴旺发达的不竭动力，是一个民族进步的灵魂， 在国家各个层面的创新中，社会治理创新显得尤其重要和紧迫，特别是我国正处于社会转型期，这既是重要的战略机遇期、发展的黄金期，又是社会矛盾凸显期、社会风险隐患期。社会治理是全社会的共同行为，要发挥政府主导作用，鼓励和支持社会各方参与，从传统的社会管理走向时代发展要求的社会治理。因此，社会治理创新势在必行，其研究迫在眉睫。文章从社会公正、社会关系和社会风险三个维度，分析了社会治理的本质，其目的是发现和化解各种社会矛盾和不安定因素，维护社会稳定，以达到构建社会治理的有效性。 　　Abstract： Social governance is not only limited to the governments governance function， but also includes other subjects and social governance. Innovation is an inexhaustible motive force for national prosperity， and is the soul of a nations progress. In all aspects of national innovation， the innovation of social governance is particularly important and urgent， especially China is in the social transition period， which is not only an important period of strategic opportunities， the golden period of development， but also is a period of prominent social contradictions and social risks. Social governance is the common behavior of the whole society， which requires the government to play the leading role， encourages and supports the participation of all parties in society， in order to go from the traditional social management to the social governance which the times development requires. Therefore， social governance innovation is imperative， and the research is imminent. This article from the three dimensions of social justice， social relations and social risk， analyzes the essence of social governance， whose purpose is to find and resolve various social contradictions and unrest， maintain social stability， and achieve the effectiveness of the social governance construction. 　　?P键词： 社会治理；社会公正；社会关系；社会治理创新 　　Key words： social governance；social justice；social relations；social governance innovation 　　中图分类号：D630 文献标识码：A 文章编号：1006-4311（2017）04-0234-04 　　0 引言 　　随着社会和经济的不断发展，我国面临的公共问题越来越多，且有愈演愈烈之势，因此政府的治理压力也越来越大。当前我国正处于转型时期，过去社会治理的重点和难点在经济领域，现在开始逐渐地向社会领域转移。经过多年的发展，我国经济一直保持高速增长，市场经济秩序也在不断完善，但与此同时越来越多的复杂社会问题开始显现出来，比如发展不平衡问题、环境污染问题、社会公正问题等，国家的维稳态势日趋严峻。
