At present, China’s higher education administrative system has been basically put in place, the central and provincial (city) co-management in higher education cooperative pattern has basically taken shape. But the central and provincial (city) level of government control what and how to manage such issues are still worth further exploration. Japan and the United Kingdom is a cooperative-type educational administration a typical representative of the country, look into their private higher education management experience, not only provide a reference for China’s educational administration, but also to promote the development of private higher education in China’s Experience.
Cooperative education administration for the management of private higher education are mixed types of education administration. That both types of administrative oversight and guidance-based administration, of course, also due to historical traditions and different national conditions and focused.
First, the management of Private Higher Education in Japan
