For the extended market and the assured quality, many enterprises promote ISO 9000 quality assurance sys tem. Even the management model of ISO 9000 is perfect, its main structures are still constructed on quality assurance. For comparing with ISO 9000, the technologies of TQM provide more completed st ructure for the enterprise. Therefore, Quality Management System must be structured integrally by ISO 9000 and TQM. This paper intends to build an integrated reference model of ISO TQM and to construct a completed implementing model by BPR approach. All of process modeling frameworks is constructed by ARIS software for the operation mechanism of integration model of ISO 9000. Finally, a simulation model the component of ARIS, is developed to assess ISO 9000 and TQM processes in order to reach the goal of system process integration.
