Therefore , in the process of new rural construction , at the time of creating farmland bank in China , mainly from the policies and laws , organizational structure , sources of financing , management procedures taking into account. At the same time , more aUention need to be paid to construct the farmlands leased and fiduciary system , sales and fiduciary system , operation restoring and subsidizing system , reserving system , trading system , renting system , exchanging-merging-subdividing system and retirement payment system. This was the urgent priority
