/ 理论研讨/Theoretical Discussion 一个亟待填补的空白 ：农村残疾人社会管理 ——以东北三省为例 ■宋宝安 刘婧娇 【摘要】 当前，社会管理成为学界研究焦点，学术成果不断涌现，但对于社会管理现状的研究缺少对某 一现象的深度剖析。通过选取农村残疾人为对象人群，对这一群体的社会管理现状加以深入分析发现，东北 农村残疾人的社会管理严重缺位。社会保障安全网的作用尚未充分发挥，基层组织力量相当薄弱，农村精神 残疾人缺少有效的社会管理。这不仅限制了残疾人及家庭成员的自我发展，有违社会公平正义，影响整体社 会的福利，甚至还会危及社会秩序。为此，关注农村残疾人、解决农村残疾人的社会管理问题刻不容缓。 【关键词】 农村残疾人 ；基层社会管理 ；社会保障安全网 ；社会福利 An Exigent Bridged Gap: Social Management of the Rural Disabled SONG Bao-an, LIU Jing-jiao 【 】Nowadays the concept of social management is a research focus in China’s academic circle. Abstract However, it lacks in-depth analysis of a phenomenon about this issue. This paper chose the rural disabled as object and analyzed the social management status quo for them. The authors found that it is serious absence of social management for the rural disabled in northeast China. Social security in rural area hasn’t yet fully worked as safety net, the grassroots organizations are also quite weak; what’s worse; the mental disabled are lack of effective social management service. It limits self-development of the disabled and their family members, it is against the social equity and justice and detrimental to the whole social welfare, even a potential threat to social order.
