/渥怜研衬/工z刊与h，凹f罚m州空钊钳~~ç:阳号巴明.旦R挝吐1阳p 从残疾人视角看社会福利的基础保障地位 .厉才茂 [摘爱]本立以当前我国加快推进覆盖城乡居民社会保障体系建设为研究背景，从践疾人的视角出 发，分析了当前我国社会保障体系制度设计存在的不足和风险，指出导致社会保障体系各项制度结构失衡 的原因，一是由于对桂会福利制度的基础保障功能认识不足;二是由于社会保险和社会救济制度的扩张而 造成对社会福利制度空间的挤压。笔者认为，要改变当前这种制度失衡局面，就必须奠定社会福利作为一 项基本保障制度的地位，并尝试给出了残疾人社会福利制度的设计理念、制度幢架以及行动方案。 [X键间]社会保障体系;社会福利;强疾人 The Leading Position of Social Welfare from the Disabled Peoples Perspective LI Cai-mao [ Abstract] In the specìal period when China establishes the social security system covering all resídents in rural and urban areas, taking the disabled persons social security as study perspective, this paper analyzed the de白ciency and risk of the institutional arrangement and design of the current social security system. It pointed out the main causes of the institutional imbalance of social security system were that on one hand,the society is lack of recognition of the basic guarantee function of social welfare. On the other hand, the expansion of social insurance and social assistance extruded the space of social welfare system. The author considered it urgently need to establish the leading position of social welfare to change the current dilemma, and attempted to put forward to the design concept, institutional framework and action plan of the social welfare system for disabled people.
