Abstract As a cadre of political and law, I had participated in the research of trouble-making mental patients with control in Fuling District. According to the situation of research and theoretical knowledge during the period of master, I accomplished the research report. This report is divided into four parts: overview of trouble-making mental patients with administrative control research 、problems of trouble-making mental patients with administrative control 、analysis of causation by trouble-making mental patients with administrative control 、 improvement of trouble-making mental patients with administrative control. Research of trouble-making mental patients with administrative control is based on a shocking event by a trouble-making mental patient in Fuling District occurred in January 2013. By the related research of trouble-making patients cases and other data analysis,this paper generalizes and analyzes six major issues in trouble-making mental patients with administrative management and control and tries to find the causation of the problems arising from the legal point of view, combined with the experience and practice in Fuling District, putting forward the improvement suggestions of trouble-making mental patients with administrative control. First of all, by the research, this paper summarized the executive branches as well as their responsibilities of trouble-making mental patients with administrative control in Fuling District, proposing the necessity and innova
