As for what kind of talents to cultivate, different concepts have been established in accordance with different social and historical backgrounds in different countries, which show the different spirits of the time. In the new historical period, the concept of scientific development becomes the new guiding philosophy for the cultivation of the talents in China’s higher education. The ultimate value of the concept of scientific development aims to achieve human’s all-round development, which establishes “human-based, comprehensive, coordinated and sustainable” philosophy for education. Therefore, the implementation of the education to cultivate all-round developed college students has become one of the factors which promote the comprehensive development of China’s economy and society. It not only stimulates the most fundamental driving force to social development, but also constructs the most critical body of the social development.
