美国基于网络的教师培养和资格认证探析 　　【摘 要】基于网络的教师培养和资格认证是教师教育领域的新生事物，它适应了当代科技发展的趋势，代表了未来教师教育发展的方向，是世界各国未来教师教育和认证制度变革的趋势所在，美国德克萨斯州“网络中心选择性认证项目”在这方面已经先行了一步。该项目具有灵活、便利、集中培训成本减免、认证类型和领域的细微、与州相关制度的紧密衔接、规范与变通相结合六方面的特点。无论是它取得的成功的经验，还是在这一过程中暴露出来的问题，都值得我们认真研究。 　　【关键词】美国 基于网络 教师培养 资格认证 德克萨斯 WCACP 　　【中图分类号】G53/57【文献标识码】A【文章编号】1006－9682（2011）04－0025－03 　　【Abstract】Teacher Education and Certification based on Internet has become a new exciting thing in the field of Teacher－education which is paralleled with the digital age. It not only accords with the trend of current science－technology, but also represents the orientation of teacher－education development in the future. What’s more, it is where the direction of teacher education and certification reforms in the world. Texas as the first state to implement alternative certification program has gained valuable experiences. The web－centric alternative teacher certification program in Texas has the following characters: flexible and convenient schedule, reduction of co－training fee, detailed definitions of certificated areas and types, combination of the system of state, standard training models. However, no matter what experiences it has gained or what problem it has make, It is worthy of us to research on it seriously. 　　【Key words】American Web－centric Teacher training Certification Texas WCACP 　　 　　教师质量被认为是影响美国基础教育质量的最为关键的因素。由于政策、制度、教师待遇等种种因素的影响，美国在20世纪末就受到教师资源短缺和质量不高的双重困扰。为应对教师教育的危机，美国进行了一系列的改革。其中反映科技发展变革的就是对教师培养和资格认证实施了网络化。本文对美国德克萨斯州（以下简称德州）的“网络中心选择性认证项目”（Web－Centric Alternative Certificate Program，以下简称WCACP）进行了初步的研究，探讨了该项目在德州推出的背景和成因，展示了该项目的教师培养和资格认证的目的、性质、内容和程序，并对该项目的特点进行了分析，旨在为我国教师培养和认证制度的改革提供借鉴。 　　一、教师资格网络认证的背景与成因 　　随着基础教育改革的深入，美国对教师提出了越来越高的质量要求。2001年美国《不让一个孩子落伍》教育法案提出了“高质量”教师的概念，要求全美各学区都须遵照规定，严格选定教师，让每个班级都拥有“高质量”教师。由于“高质量”的概念对教师在知识和素养（主要是任教学科知识方面）提出了更高的要求，这一举措在短期内也加剧了美国合格教师的短缺。以高效快捷的方式向美国基础教育提供“高质量”教师成为美国教师教育和认证改革紧迫需要。 　　显然，传统的由美国大学教育学院提供的教师培养和相应的资格认证无法满足这一需要。且不说传统大学培养的教师在质量和规格上与“高质量”教师的要求有不小的出入，仅就传统大学教师培养通常需要4～6年的周期来说，就无法满足美国教
