It has not only seriously influenced the living quality of individual and families, but also caused severe financial burden to our country. As the national fitness campaign has launched, people have made more requirements for reasonable and scientific exercises. The establishment of the combination of sports and medicine has a great practical significance to the national fitness campaign. The policy of Suzhou “sunshine fitness card”, issued and brought into force in 2005, has adopted the way of combination of sports and medicine, which allows applicants to consume in fitness stadium with the extra money of health insurance. The article starts with the current situation of the combination of sports and medicine, analyzes the implementation of Suzhou “sunshine fitness card” and elements that affects the consumption of physical fitness with the methods of document literature, questionnaire survey, statistics and so on. The research results demonstrate that in Beijing, Shanghai and other places in China, the attempts of combination of sports and medicine such as comprehensive fitness venues with medical treatment function and exercise prescription presented by hospitals have reached obvious social effect, the imperfection of supporting policies has a side effect on the promotion of combination of sports and medicine. And Suzhou “sunshine fitness card”, which is paid by One-Card, initiating citizens to do body-building exercise in fitness venues, realized the combination of sports and medicine.
