构建山东半岛地区铁路网 刘云 薛锋1 刘强2 （1．杭州市综合交通研究中心，310006，杭州；2．浙江省发展和改革委员会，310025，杭州//第一作者，助理工程师） 摘 要 区域性的地区铁路是我国城市群地区综合交通体系的薄弱环节，也是当前我国轨道交通网络建设的热点。论文从对山东半岛综合交通体系研究入手，分析了其存在的问题及不足。根据山东半岛城市群社会经济发展规划和区域城镇体系规划，并参考国内外发达城市群地区的轨道交通体系，在客运量预测的基础上，提出了山东半岛地区铁路网的建议方案，并对线路的技术标准和实施方案进行了研究。此外，论文还对山东半岛地区铁路的法律保障、经营体制、整合规划、服务水平和投融资体制等提出了建议，对其社会经济效益做了评价。 关键词 山东半岛；城市群；综合交通体系；地区铁路；线网规划；社会经济效益 The Regional Railway Network Planning Research of Shan Dong Peninsula (Liu Yun,Xue Feng,Liu Qiang) Abstract Regional railway is the weak point of China’s urban agglorations’comprehensive transportation system, which is also the hotspot of China’s railway network improvement.By studying Shan Dong Peninsula’s comprehensive transportation system,the paper deems that railway density is too low, especially regional railway needs to be developed in the region. The paper also compares Shan Dong Peninsula’s comprehensive transportation system with others in developed country,which is beneficial to the paper’s study. Based on Shan Dong Peninsula’s social and economic plan, urban agglomerations’ master plan, and ridership forcast, the paper works out the network map, technology standards, and enforcement scheme of Shan Dong Peninsula’s Regional railway. Additionally,some other relative suggestions for the development of Shan Dong Peninsula’s regional railway are also given, including legislative protection, administrative system, integration planning, sevice level,and investment and financing system. In end, the appraisement for the planing network is also taken in this paper.
