Based on the Xian city water resources development and utilization of water resources and the analysis of the existing problems of development and utilization, put forward the reasonable and feasible development measures and Countermeasures of sustainable utilization of water resources protection. Xian is a world famous cultural city, is the largest education, science and technology, industry and commerce, tourism of the Yellow River City, city area of 9983km22000 in the citys total population of 6 million 880 thousand people. Xian extremely shortage of water resource, water resources per capita 316m3, equivalent to only 13% of the country. For a long time, city water supply rely on underground water single, over exploitation of groundwater, groundwater level decline, causing ground subsidence, cracks in buildings and a series of environmental and geological problems.
