權力決策模式與績效之相關性研究 —公民營企業之實證 吳志正 靜宜大學企業管理學系 台中縣沙鹿鎮中棲路200號 Tel: 04ext 3313 Fax: 04E-mail: jjwu@pu.edu.tw 摘 要 權力在決策制定的過程中扮演著影響決策選擇的重要角色，企業在決策時，極有可能較偏向於某一模式，並且對決策之績效產生影響。綜觀臺灣公、民營企業中的決策運作模式，大致可分為三種：決策政治化、決策制度化及決策理性化。就家族企業而言，傾向於決策政治化者最多，而傾向於決策制度化者則居次。而外資企業由於權責劃分較清楚，因此，其決策模式較傾向於理性化，公營企業雖然以決策理性化佔大多數，但是在決策政治化及決策制度化上，卻比其它企業所佔比例更多。再者，若由績效的觀點來看，績優組在決策模式中較傾向於理性模式，而績差組較傾向於非理性模式。 關鍵詞：權力決策模式、公營事業、民營事業、績效 A Study of Power Decision Models Influence on Performance in Private and Public-Owned Organizations Jyh-Jeng Wu Department of Business Administration , Providence University Abstract Power is a very important factor in decision making process, Organizations which apply different types of decision model reveal different performance. By taking the Taiwanese public-owned as well as private enterprises as samples. There are three kinds of decision models in public-owned and private organizations: Political Decision Model, Bureaucratic Decision Model, and Rational Decision Model. Our findings show that: the family-owned businesses are more political decision oriented; the foreign businesses are rational decision oriented, Although the public-owned organizations are rational decision oriented, they are more political decision and bureaucratic decision oriented than the others. To sum up, Higher-performance organizations tend to use rational decision model. On the other hand, the low-performance organizations tend to adopt non-rational decision models. Keywords: Power Decision Models, Public-Owned Organizations, Private Organizations, Performance 一、前 言 企業的運作系統中，權力扮演著極重要的角色。Pfeffer(1982)則指出權力對組織運作的重要性，認為權力若被誤用，將會導致不良的效果。Robbins(1990)認為由權力控制的觀點看來，決策是由擁有權力者所制定，故權力對制定決策有深遠的影響。因此，當組織中的權力分配影響到組織之各種活動時，尤其在決策的過程中，權力之運作更是影響組織決策的制定，也直接影響到組織的績效。 近幾年來，學者對於權力的研究多偏重於權力的獲得以及權力的運用(Kipnis and Schmidt, 1988; Molm, 1990; Brass, 1993)。然而權力在各決策分析過程中的影響則並未有進一步的研究。且中國人對於權力的觀念，受到傳統價值觀的影響，一般而言，對於「權力」二字也十分避諱去談。企業的經營者也儘量避免提及組織中的權力運作。因此國內較少對於企業中的權力以及權力對於決策的影響之相關研究。若欲了解組織中權力在決策制定過程中所扮演的角色，
