大学科技园评价指标体系构建研究 许立帆 （南京理工大学 江苏 南京 210014） 【摘要】自中国大学科技园产生的十年来，大学科技园已成为推动我国经济发展的重要动力，研究大学科技园的有关理论，并用以指导大学科技园建设的实践十分必要。本文在总结中外高科技园区发展研究成果的基础上，从大学科技园的孵化能力、所依托大学的科研水平、大学科技园区的技术创新能力、大学科技园区所提供的创业环境、大学科技园区的发展绩效及其国际化情况等五个角度建立了大学科技园的评估指标体系并对具体评价中的量化操作给出建议。 【关键词】大学科技园 评价指标体系 A Study about the Construction of evaluation indicator system Of University Science Technology Park Xu Lifan1, 1 Nanjing University of Science Technology, Nanjing, China Abstract - There have been 10 years since China’s University Science Technology Parks emerged. The University Science Technology Parks has become an important driving force for Chinese economic development. It’s necessary for us to study the University Science Technology Park theories and use them to guide the practice of construction of the University Science Technology Parks. This paper establishes an assessment system of University Science Technology Park based on the research results about Chinese and foreign high-tech parks’ development. The system includes five areas as: the University Science Technology Park incubation capacity, the level of scientific research of the relying universities, the ability in technological innovation of the University Science Technology Park, the entrepreneurial environment provided by the University Science Technology Park, the development performance and the international situation of the University Science Technology Park. The paper also presents proposals how to gain quantitative data in practice. Keywords– University Science Technology Park Evaluation indicators System 大学科技园是以研究型大学或大学群体为依托，利用大学的人才、技术、信息、实验设备、文化氛围等综合资源优势，通过包括风险投资在内的多元化投资渠道，在政府政策引导和支持下，在大学附近区域建立的从事技术创新和企业孵化活动的高科技园。它是技术创新的基地、高新技术企业孵化的基地、创新人才聚集和培育的基地、高新技术产业辐射的基地。 我国的大学科技园正处在蓬勃发展的初期，但由于我国大学科技园发展起步较晚，加上各个大学科技园起步条件不同，他们的发展并不平衡。建立有效的大学科技园的评价指标体系，对于实现对大学科技园发展的动态监控，预测大学科技园发展的趋势，为政府管理部门掌握科技园区发展动态、指导大学科技园的建设提供科学的依据等方面都有一定的参考意义。此外，通过评价指标体系的建立，可以反映考评者的价值取向，可以从一定程度上对大学
