基于未确知测度模型的高新区技术创新能力评价研究 曹庆奎，李 琴，李丽杰 （河北工程大学经济管理学院，河北 邯郸 056038） 摘 要：经济全球化导致人们寻求利用本地天然优势或获得性优势，形成具有专业特色的区域，以培育本地在全球经济中的竞争力。在需要不断创造新知识的全球化经济体系中，高新区的作用日趋重要，正在成为地方经济变迁和重塑或提升竞争力的核心动力。而高新区的技术创新能力又是影响高新区发展的决定性因素，也是高新区区别于一般工业园区和其它区域的本质特征。本文在综合国内外学者的相关文献的基础上构建了高新区技术创新能力评价指标体系，应用未确知测度模型对其进行综合评价，并且结合某高新区的具体实例对该高新区技术创新能力的整体水平作出判别。 关键词：高新区；技术创新能力；未确知测度；信息熵；指标分类权重；评价等级 中图分类号： F224.12 文献标识码：A The Research of the Ability of Technical Innovation of High and New Tech Industrial Zones Based on Unascertained Measurement Model Cao Qing-kui Li Qin Li Li-jie (School of Economics and Management, Hebei University of Engineering, Handan 056038, China) Abstract: The economical globalization causes people to seek the use of local natural advantage or the acquired character superiority and forms regions which have the special characteristic in order to cultivate local competitiveness in the global economy. n the globalization economic system which needs to create new knowledge unceasingly, the function of high and new technology zones is more and more important, and it is becoming the core power to the district economical variance and to rebuild or advance the competitiveness. The ability of technical innovation is the key factor to high and new tech industrial zones, but also one of the difference among high and new tech industrial zones and the general industrial parks and other areas. In this paper，we establish an evaluation index system based on related literature of domestic and foreign scholars, then adopt the unascertained measure apparaisement model to evaluate the ability of technical innovation of high and new tech industrial zones，then one high and new tech industrial zone as a specific example is given to get the total level of this high and new tech industrial zone.
