Through the analysis o f Wenling?s system o f collective negotiation o f industry salary, the paper points out main factors influencing innovative sustainability of the local government, such as motivating innovators, level of institutionalization, informal rules, competition among local governments, level of economic development and scale o f innovation. In order to enhance the sustainability of innovation, the local government should strengthen organizational leadership, raise the level of institutionalization, reinforce economic foundation, encourage healthy competition among local governments and promote democratic atmosphere.
