加强监管防范风险促进保险业又好又快发展 吴定富 (中国保险监督管理委员会，北京 100032) ［摘要］在我国保险业平稳、健康、快速发展的形势下，强调防范化解保险风险具有重 要意义。保险业要更好地服务社会主义和谐社会，要应对日益复杂的外部环境，要顺应保险 业的发展规律，都必须切实防范化解保险风险。十六大以来，保险业实现了业务发展与风险 防范的统筹协调和相互促进，其关键在于能够正确判断保险业风险防范化解工作面临的形势， 能够坚持正确的风险防范化解思路，能够抓住风险防范化解工作的关键并找到解决问题的正 确办法。保险风险的防范化解是一项长期而艰巨的任务，是保险行业的生命线，必须持之以 恒地长抓不懈。当前，防范化解保险风险要重点关注定价风险、投资风险、运营风险和诚信 风险；正确处理防范短期风险和防范长期风险、防范企业风险和防范行业风险、防范保险风 险和防范金融风险三大关系；在防范化解保险风险中，要充分发挥监管机构的主导作用、保 险机构的主体作用、保险人才队伍的基础作用、行业协会的积极作用，不断提高防范化解保 险风险的能力，促进保险业又好又快地发展，为服务构建社会主义和谐社会做出更大的贡献。 ［关键词］保险业；加快发展；防范风险；保险监管；防范机制；防范能力 ［中图分类号］ F840．32 ［文献标识码］ A ［文章编号］1004-3306（2007）05-0003-05 Abstract： While the insurance industry is exhibiting consistent, rapid and sound growth, it is of special significance to emphasize the importance of strengthening risk control and prevention. For the insurance industry to better serve the construction of a harmonious socialist society, to react to the increasingly complicated external environment and to suit the rule of development of the industry, we should be able to effectively guard against and dissolve various insurance risks. Since the 16th CPC Congress, the insurance industry has achieved a coordinated and mutually reinforcing momentum between business development and risk prevention. The key link here is the capability to correctly grasp the current risk prevention situations faced by the insurance industry, stick to the right risk prevention approach, and locate the correct method that truly solved the issues. Insurance risk prevention is an arduous and long 　 term task, a life line of the industry, and therefore should be emphasized consistently.
