Research on Political Identity Problem of Landless Peasants under the Background of Urbanization A Dissertation Submitted to the Graduate School of Henan University in Partial Fulfillment of the Requirements for the Degree of Master of Management Science By Sun Qian Supervisor: Prof.Wang Laijie Date :May, 2013 摘 要 在新的历史背景下，随着城镇化的深入推进，意味着国家越来越重视城乡的共同 发展,在城镇化的实施进程中，城市周边的土地被大量征用，而土地对于农民来说， 是生活的命脉，更是农民各项生活的基础。中国作为农业大国，农民生活的优劣 直接影响着社会的和谐发展。国家的城镇化政策让农民离开赖以生存的土地，进 入陌生的城市，成为所谓的“边缘人”，这直接影响到农民的各项生活，也直接决 定了农民对国家政治认同的程度高低，更有可能引起不必要的社会矛盾。因此， 对城镇化背景下失地农民的政治认同问题的研究十分必要。 本文从界定城镇化、失地农民和政治认同这三个核心概念入手，以参与民主理论、 公平正义理论和政治过程理论为理论基础，找到城镇化的实施中失地农民政治认同出现 的问题，分别是失地农民对相关制度的认同度低、对利益保障机制的认同度低和对地方 政府权威的认同度低，并通过对这些问题的分析，找到产生这些问题的原因是国家相关 制度的不完善、利益保障机制的不健全、地方政府行为的失范和失地农民自身思想觉悟 低。在此基础之上，从制度保障、利益保障、权威保障和思想保障四个方面入手力求找 到可行的对策，以增强城镇化背景下失地农民的政治认同。 关键词：城镇化,失地农民,政治认同 I ABSTRACT Under the new historical context, with the deepening of urbanization, we can find that governors are paying more attentions to the common development of urban and rural areas.
