内容摘要 随着 1998 年以来现代意义上货币政策的实施，我国货币政策工具的选择和 运用也面临着一系列的挑战，货币政策有效性在面临新的经济情况时，也会遇到 诸多的难题。本文正是尝试把 1998 年以来货币政策工具的选择和运用纳入到一 个新的分析框架中并对稳健货币政策有效性进行评析，在此基础上提出加强我国 货币政策有效性的思考。在转型过程中，货币政策具有公共政策的一般特征，同 时又具有货币政策本身的特性。因此，研究 1998 年以来货币政策工具的选择与 货币政策的有效性问题，对于研究转型时期我国公共政策的制定和实施具有重要 的理论意义和现实意义。 全文共分为四部分： 第一部分为基本理论部分，主要阐述货币政策中的基本框架以及货币政策工 具的分类及其和货币政策有效性的理论联系。 第二部分介绍我国 1998 年以来货币政策工具的选择和运用，从而为下一步 对 1998 年以来稳健货币政策有效性分析打下基础。 第三部分对 1998 年以来我国稳健货币政策有效性进行评析，并从货币政策 传导机制的视角来探讨导致我国稳健货币政策有效性产生时滞的原因。 第四部分是在前文分析的基础上提出提高货币政策有效性的总体性思考。着 重从货币政策工具改进和货币政策传导机制的角度对我国货币政策有效性的进 一步提高提出相应的建议。 关键词：货币政策工具；货币政策工具的选择；有效性分析 Abstract With the enforcement of monetary policy in modern sense since 1998, a host of challenges confront choice and exertion of tools of monetary policy in our country; when effectiveness of monetary policy is faced with new economic situation, it also comes up against difficulties. This thesis is the very attempt to bring choice and exertion of tools of monetary policy into a new analytical framework and analyze the effectiveness of sound monetary policy, and on the basis of that puts forward the thinking of strengthening effectiveness of monetary policy. In the transition progress, monetary policy has general characteristics of public policy, and has characteristics of monetary policy itself. Therefore, studying on choice of tools of monetary policy and analysis of its effectiveness since 1998 has theorical meaning and actual meaning for studying making and implement of public policy during transition period.
