It is less than 1% of the enterprises that can apply the quality model to human resource management practice and improve the management efficiency of enterprises. Why can the foreign excellent enterprises successfully apply the quality model to the practice of human resource management, and the enterprises in our country can not? Is the quality model unable to adapt to Chinese enterprises? Based on the investigation of the development and application of the enterprise quality model in China, this paper puts forward the prescription that the quality model fails in Chinese enterprises and the solution to eliminate the sticking point.
