Abstract: Emergenc vehicle allocation pla s an important role in optimal response strategies in planning period. Most former
models are hard to be applied to the largescale netw ork. On the assumption that the demand obe s normal distribution, the au
thor established a model and gave out t he algorithm and example of it, for m inimum average response time. The model is simple
and reliable.
