Theprocurementsystemrangesfromsimplecontractingof servicestotheinvolvement of the private sector in the infrastructure financing,design,construction,operation and maintenance. However,or- ganizing a PPP isnotaneasytaskduetoitscomplexity andlongtermcontractualobligationsandthissomeprojectsto fail to attract theprivatesectorinthepartnershipandintheservicesprovision. 18critical successfactorsof PPPpro- ject intheChinesehealthsectorwereunderminedbytheinvestigationofthisresearch. ThemostlyidentifiedCSFsare thorough and realistic benefit assessment,sound policies,appropriate risk allocation and risk mitigation,and the public/ private sector responsibilities.
