Investor need to select the locations of theme parks in the previous decisions period of the project. The locations of theme parks are affected by many indicators constraints ，as a complicated systems engineering. According to the features of the theme park projects ，an analysis of key factor and corresponding characteristics in its location decisions model is given and a multi-level evaluation index
