城市规划与土地利用规划酌冲突与协调术

摘 要：城市总体规划与土地利用总体规划虽然侧重点不同，但二者都是以土地作为主要规划对象，其核
心内容都是为实现土地资源的合理开发、利用，根本目标是实现土地资源可持续利用和城市的可持续发展。
由于主管部门、目的内容、用地分类标准、规划期限等方面的不一致，两大规划之间存在着脱节甚至冲突
等矛盾现象。简要分析了我国城市规划与土地利用总体规划编制与管理工作的不协调状况及原因，对这两
大规划如何协调进行了探讨，提出为协调两大规划，应做好协调规划编制、统一规划审批、完善规划内容、
提高规划权威、统一技术规范、完善规划体系和相关法律体系等方面的工作．
